Building a pipeline is a long drawn out affair that involves thousands of people over, usually, years. However, once the route is chose, surveyed, permitted, and easement issues ironed out, the first thing that happens in upland areas is that the right of way is cleared. The top soil is carefully pushed to one side of the right-of-way where it will be stored until the pipeline is in place. Then the top soil will be spread back over the right-of -way so that nature of the soil with in the right-of-way is not terribly different than before it all began.
